Can tax growth sharing help Northeast Ohio?

In his new book, “Housing Dynamics in Northeast Ohio: Setting the Stage for Resurgence”, Tom Bier presents an overview of regional housing dynamics and consequent impacts in Northeast Ohio. Bier, a Senior Fellow at Cleveland State University and resident of Cleveland, has conducted housing studies for more than 25 years. His expertise lies in population movement, urban sprawl, and the effects of public policy.

Bier’s recommendations center on the idea of tax growth sharing – similar to the policies implemented in Minnesota that have seen great success. Bier envisions a system in Northeast Ohio where 10 percent of the increase in local tax revenues spurred by new development could be shared with communities that need funds for redevelopment activity.
