BUDGET
The House Finance and Appropriations Committee cleared HB496, the capital reappropriations bill, putting it on schedule to pass both houses by the end of next week. The reappropriations bill must be passed and signed by March 31 so that the funding is in place on July 1, the beginning of the next fiscal year. However, next week is the only time both houses will be holding voting sessions this month.
The Office of Budget and Management (OBM) released its preliminary budget guidance for Fiscal Years 2010 and 2011, setting Sept. 15, 2008 as the deadline for all departments to have their proposed budgets completed.
ECONOMIC DEVELOPMENT
Gov. Ted Strickland formally accepted the Governors Cup economic development award from Site Selection magazine for ranking first in 2007 in the number of new plants and expansions the second consecutive year Ohio has garnered the honor.
ELECTIONS
Secretary of State Jennifer Brunner has now doubled the estimate of the states cost to switch to all optical scanned paper ballots from $31 million to $64 million. Contributing to the increase, she said, was the cold reception to having multiple precincts located in one polling place.
The Ohio Supreme Court unanimously ruled Friday against Union County officials in their attempt to prevent Secretary of State Jennifer Brunner from requiring them to offer paper ballots as an alternative to their electronic voting machines, rejecting the county's claim she exceeded her authority.
Brunner is being criticized for playing partisan politics in her recent removal of members from boards of elections in Hardin, Lawrence and Summit counties and of a Republican member of the Board of Voting Machine Examiners.
The Summit County Republican Party sued over Brunners rejection of its recommendation for its Board of Elections, taking the case directly to the Supreme Court. However, the Court rejected the request to expedite the lawsuit, explaining that the case focuses on an appointment and does not cite a pending election. Sen. Tim Grendell (R-Chesterland) represents the county Republican party in the case.
ENERGY
The panel testifying before the House Public Utilities Committee this week on the constitutional issues surrounding SB221, the governors proposed energy reform and electric rereg bill, agreed 3-1 that the bill is unconstitutional, citing interstate commerce and filed rate doctrine cases.
Three leading financial institutions have developed guidelines, The Carbon Principles, to direct their policy regarding energy investment. Under these principles, companies seeking new coal-fired power plants will have to address carbon dioxide (CO2) emissions.
The Ohio Power Sitting Board approved a proposal from American Municipal Power-Ohio (AMP-Ohio) to construct a 960 megawatt coal-fired electric generating station near Letart Falls.
FEDERAL
Ohio Sen. George Voinovich (R) released a Government Accounting Office report that shows a spiraling pattern of supplemental and emergency spending by Congress budget practices which in the past seven years have camouflaged nearly $700 billion in appropriations not subject to full public accountability as part of the regular budget process.
Recently elected Cong. Bob Latta (R-Bowling Green) was appointed to the House Agriculture and House Transportation and Infrastructure committees.
FORECLOSURES
The Ohio Housing Finance Agency received over $3 million from the National Foreclosure Mitigation Counseling Program to distribute to 18 local organizations around the state to increase the availability of foreclosure counseling.
NATURAL RESOURCES
A few fish species have lower chemical levels and can be consumed more often according to the 2008 fish consumption advisory issued by the Ohio EPA, the Ohio Department of Health and the Ohio Department of Natural Resources although some species in Dow Lake, East Fork Lake, Lake Erie, Little Miami River, Mahoning River, Muskingum River, Ohio River and the West Branch Reservoir need more stringent guidelines.
A tougher poaching law went into effect this week, increasing restitution for wild animals that are unlawfully held, taken, bought, sold or possessed by as much as five times.
The Ohio Department of Natural Resources (ODNR) is conducting an online survey regarding its inland lake and reservoir fishing regulations including opinions on length and creel (daily harvest) limits for several species.
STATE GOVERNMENT
Ohio received a B-minus grade from the Pew Center on the States in its recent Grading the States 2008 survey for its overall performance. The survey looked at a variety of areas from budget and finance to roads and bridges. Ohio got its best marks in money management and its worst in people, with the report noting that the state will have a coming wave of retirements that will force leaders to come up with a strategy for replacing them and retaining their institutional knowledge.
Legislative Service Commission (LSC) has finished its study called for in the current budget to look at the feasibility of transferring 15 state cultural and historical sites to local organizations, finding that they are interested but only could do so if the state continued to give some degree of financial support.
